New York City is the First to Adopt a Citywide Fleet ISA Mandate

Testing ISA in real-world fleet operations

Beginning in August 2022, the Department of Citywide Administrative Services (DCAS) in collaboration with the U.S. Department of Transportation Volpe Center successfully implemented the largest active intelligent speed assistance-equipped fleet in the country with 1,000 vehicles. The program reduced dangerous speeding among equipped vehicles by 64%, and with a greater reduction of 82% on high-speed roads, such as highways.    

 

From pilot to policy

Building on the success of the pilot program, Mayor Zohran Mamdani signed Executive Order 19 on July 23, 2026, requiring the DCAS to equip all newly procured non-emergency vehicles and trucks with active Intelligent Speed Assistance (ISA). In June 2026, DCAS completed the 1,000th city vehicle retrofit with ISA and will retrofit additional vehicles as feasible. 

This marks a major step forward in New York City’s Vision Zero efforts to eliminate traffic fatalities. After a period of testing ISA in fleets and careful evaluation, New York City made the technology a standard feature of all non-emergency fleet vehicles. This pilot to policy progression offers a model for cities considering how technology can support safer driving among fleets.

The fleet mandate arrives amid broader action on dangerous driving. The “Super Speeder Crackdown," signed by then-New York Governor Kathy Hochul in May 2026, requires drivers with 16 or more speed camera violations in a year to install an ISA device in their car. Washington, D.C., Virginia, Washington state, Arizona, Illinois, Georgia, Maryland, and Hawaii also passed ISA legislation in 2026.

 

New York City’s experience is a leading example of ISA policy momentum in the United States. Its progression from a pilot to a mandate demonstrates how public agencies can test a safety intervention, validate its performance, and translate data-backed evidence into successful fleet policy.
